Spotlight on Workshop 3:
Legal Frameworks and Governance for ID Management Systems


In our series of spotlights on different sessions, this week we will focus on Workshop 3 (Day 2, 10:45-12:25).
This workshop provides participants with a practical guide on the legal frameworks and on data protection and privacy policies needed to safeguard the legal rights of individuals and to ensure responsible deployment of sustainable identity systems.


The workshop is aimed at practitioners from the identity authorities and it addresses the following issues:
  1. The recommended overall legal and governance frameworks
  2. The importance of adopting privacy and data protection in identification systems from Day One
  3. The practical institutional and administrative experience in the adoption and implementation of eID systems

The impressive lineup consists of:


James Neumann
Senior Counsel, Legal Vice Presidency, World Bank

James Neumann will give a tutorial on data protection and privacy covering recommended legal and governance frameworks and why a privacy and data protection framework is an indispensable prerequisite for identity systems.


Mia Harbitz
International Consultant and Expert

Mia Harbitz, a former Lead Specialist in identity management and registries for the Inter-American Development Bank (IADB), will discuss governance matters and practical institutional and administrative consideration around the adoption and implementation of eID systems.


Josef Iroko
General Legal Counsel, Board Secretary, Ghana National Identification Authority

Josef Iroko will discuss the challenges and experience with developing and adopting a legal framework for a multipurpose national ID card speaking from his experience with the National Identification Authority in Ghana.


Leontine Dorcasse Gbato
Director of Legal Affairs ARTCI, Republic of Côte d'Ivoire

Leotine Gbato presents her experience, as the director of legal affairs at the regulatory authority (ARTCI) in charge of data protection in Côte d’Ivoire, enforcing a national data protection law that was adopted by Côte d’Ivoire based on the ECOWAS framework.

Directly following the presentations, audience members will be able to engage directly in a moderated discussion with the presenters.

Objective: Participants will leave the workshop with a practical understanding of the legal and governance frameworks required for responsible deployment of identity management systems and for coherent policies and strategies to promote acceptance of, and trust in, ID management systems.
